Terms of use

Description

youthideas.eu is a website that allows young people to share their ideas and comments on European current topics. The aim is to create a continuous dialogue between the European Parliament and young citizens to take into account their opinion and ideas for policy recommendations.

The website is owned by the European Union, represented by the European Parliament, and has been developed in order to empower young citizens and youth organisations to play an active role in creating a brighter future in the EU.

The main topics of discussion are reflected in the section “What matters to you” and are divided into the following 11 categories:

  • Climate change and environment
  • Culture and media
  • Democracy
  • Education
  • EU in the world
  • Health and sports
  • Human Rights
  • Jobs, economy and digital transformation
  • Migration
  • Security
  • Social inequalities
  • Other

Users can submit ideas about these topics or they can comment on the ideas submitted by other people and published on the website.

Users can also further develop ideas submitted by other people in form of a comment by adding examples of local projects, initiatives and organisations working on these ideas.

Functionality

Users can contribute in two ways:

They can share a completely new idea. To do so, they need to click on the box called What is your idea? They will need to choose a topic, add their first name, email address, language and their idea. To be able to submit their idea, they will need to accept the youthideas.eu Moderation Policy, Terms of Use and and Data Protection notice. Please note that this is the only data needed to be able to submit ideas. Users are invited to refrain from sharing other personal data that is not strictly necessary. Thus if provided it will be removed/not published.

Their idea is not automatically published. A group of editors will review it and edit it, provided that the original meaning is not distorted. If the submitted idea is similar to the ideas submitted by other people, it may be merged and then published. Therefore, ideas may be published in an expression different from the one initially submitted by a user.

They can share a comment. To do so, they need to use the space called Any thoughts on this idea? provided below every idea. They will need to share their comment on the placeholder space, then click on Next, provide their first name, email address, language, and accept the “youthideas.eu Moderation Policy, Terms of Use and Data Protection notice. Please note that this is the only data needed to be able to submit ideas. Users are invited to refrain from sharing other personal data that is not strictly necessary. Thus if provided it will be removed/not published.

 Then, they need to press submit. If their comment is in line with our Moderation Policy, the group of editors will publish it. Finally, a summary of these ideas and comments will be collected in the Youth Ideas Report that will be distributed to all Members of the European Parliament (MEPs) during the EYE Hearing that will take place in autumn 2023.

Who may use youthideas.eu

Any person residing within or outside the EU that is at least 13 years old can use youthideas.eu. Minors (under the age of 18) must have their parent or legal guardian’s permission to use youthideas.eu. Parents or legal guardians of a minor are bound by these Terms of Use and are responsible for their child’s use of youthideas.eu. If you provide false information (e.g. age), the European Parliament reserves the right to cancel and delete the account along with all activity associated with the account.

In order to submit and idea or comment, users do not need to be registered.

Applicable Terms

By submitting a comment or an idea on the youthideas.eu, all users agree to these Terms and the following additional policies and notices: 

  • The legal notice of Parliament’s websites, except where otherwise stated in these Terms;
  • The Data Protection notice, which provides information on data subjects’ rights and how personal data is processed on the youthideas.eu platform;
  • The Moderation policy which defines the principles governing the use of the youthideas.eu.

Parliament may modify these Terms or the above policies in order to reflect changes to the youthideas.eu functionalities, or for legal and security reasons. Parliament will inform users of any substantial modifications to these Terms or any of the above policies.

Suspension and termination

To ensure constant improvement, the European Parliament may change the platform services and as a result may add or remove functions, features, or requirements, and/or may suspend or stop part of the services altogether. Accordingly, the European Parliament may terminate use of any service for any reason without having any liability to users for any such action.

Intellectual Property Rights

Ownership

Users submitting ideas or sharing comments on youthideas.eu platform are responsible for and retain all intellectual property rights of any of their submissions.

Licence to other users and to the European Parliament

By submitting ideas or sharing comments on youthideas.eu platform, users grant to other users of the platform and to the European Parliament, a worldwide, non-exclusive, transferable, royalty-free, non-commercial, sub-licensable licence to use their writings, including the rights to reproduce, distribute, modify, edit, summarise, translate, create derivative works, display and communicate it to the public in any and all media, for the purposes of operating, promoting or improving the youthideas.eu platform or promoting Parliament’s activities. They also agree not to object that their names are mentioned or not mentioned when their writings are communicated to the public.

Writings may be disseminated on Parliament websites, social media, information and engagement events and all of its other communication channels.

The licence is granted for the entire duration of the copyrights and, where applicable, related rights. If Content is removed, the licence will be terminated for future uses but not for uses permitted before its removal.

Licence to use the Platform

Subject to these Terms, users are granted a non-exclusive, worldwide, non-transferable, non-sublicensable and revocable licence to use the software provided as part of the youthideas.eu platform services.

Licence to use European Parliament’s content

Any Content provided by the European Parliament on youthideas.eu platform is the exclusive property of the EU and may be used only in accordance with the legal notice of Parliament’s websites. Users undertake to respect the intellectual property rights held by the EU without prejudice to the rights and exceptions provided for by applicable law.

Warranties

By submitting ideas or sharing comments in writing on youthideas.eu platform, users warrant that:

  • they are the author and/or right holder of the writings and/or have obtained all necessary licences and consent from third parties that have rights over such writings;
  • they are entitled to grant the European Parliament and other users a licence to use their writings in accordance with these Terms;
  • no third party has any rights to the uploaded writings that could in any way limit the rights of Parliament or other users resulting from these Terms;
  • submitted writings does not violate any laws or any third parties’ rights such as copyrights and related rights, trademarks, patents and privacy rights.

Liability

Users are fully responsible for their writings and are expressly required not to make defamatory statements and not to infringe or authorise any infringement of copyright, trademark, data protection and privacy law, or any other legal right.

The European Parliament accepts no responsibility or liability in such cases and the users responsible will be liable for any damages or other liability arising.

Users agree to defend, indemnify and hold the European Parliament harmless from and against any claims, lawsuits or proceedings arising from any breach of these Terms, including violations of third parties' copyrights and other intellectual property rights.
